No, Captain Ninetails is the Baron of Lupalia's Province Nine, His Family's name was Whitetails before they were granted the barony. The Full Title for him is Fawksov Lord of Nine of the Whitetails, or Fawksov Lord Ninetails for short, but while he serves in the Navy he is simply referred to as Captain Ninetails. He is actually an Anthropomorphic Arctic Wolf, and one of My Fursonas/Pseudonyms.

Also, as I was unaware of a Pokemon named Arceaus until about 20 minutes ago, Arceaus in this refers to it's proximity to the Arctic Pole.
