My guess is that Teo knew that the swords are dangerous to anyone who touches it. so to hide is a clever option. this would deny seth from finding the swords. but the problem is that hiding in the city instead of a desert would make it less likely to be hidden forever, as a city is populated and some random person can uncover the sword.
