I couldn't find reasonable origin of this construction. All of them seems pretty unsubstantiated for me.
This phrase is used most frequently when the person asked doesn't want to pronounce the whole answer. Either due to its self-evidence or malicious reasons. 😈
For example we had an agreement that I will come to your house at 4 pm and I arrived with no delay. But when I knock you ask me "Who's there" even though you already know that it's me. Then in a slight irritation I can answer "Horse in overcoat" (Конь в пальто!)
Or if someone came to your house and your neighbour sitting in the room crys to you "Who is it?!" and you dont want to explain every single detail right now than you can also answer "Horse in overcoat!". Although in the second case you shouldn't use that phrase if that was your boss or something like that who came for a short visit. That might not end well. 😅
