The library itself is a magic construct completely controlled by him that doesn't really require him to need money to run it. And he only goes after "unique" individuals meaning main/named characters in any given world he travels to. The average background/filler character wouldn't interest him and would only be a target if they dared to steal from him.
My goodness no, there's no need for something as complicated as a counterspell, you just have to read the book from start to finish simple as that. Then the individual trapped within is released leaving the book behind with no knowledge that anything even happened to them. It's common for Malfesto to capture a few people then spend a week or two reading about them in from of his fireplace and releasing them after he's done, as well as archiving the book they leave behind, as one of his self-imposed rules he's determined to follow is to return those he's collected back to normal before he moves on so he doesn't forget where they came from.
He's not pure chaotic evil he's more chaotic neutral/lawful. Chaotic because he doesn't think about what he's really doing to others more just thinking about himself and his wants and can get from them. And neutral/lawful because he likes things to be orderly and in their proper place (he is a librarian by profession) and he knows that if he starts taking people in mass from their worlds the forces that oversee the supreme order of the multiverse will come after him and rattle his feathers so to speak.
