This is Kamen Rider Kabuki from Kamen Rider Hibiki. A very good season of Kamen Rider and a good starter if you've never seen Kamen Rider, granted this guy is from the movie not the tv series.
Fun Fact: Now in this series the Riders are known as Oni.
