Techincally No, Zelifarn is from a D&D 5e Module called "Dragon Heist", Where Zelifarn makes an appearance depending on what season or what the Party does at the Harbor of a city called Waterdeep.
However the book does not detail if he has a lair or not and very minimal stuff associated with him other than his quests and what he's doing. So i made him sort of a recurring character that the PC's occasionally met with.

I designed Zelifarn for Dusk. Technically the design belongs to me, the character itself in the module had no design, and Dusk had fleshed him out and made him desirable enough that I wanted to make a more thorough design for him. The drawing above (which is made by my sister) is a much more revised version based on the lore that Dusk made for this character, that Wizards of the Coast did not.
