Are the runes and glowing bands there to try to keep him under control? BTW, I don't know much about Norse mythology but the one thing that seems to be a part of it is that most, if not all, of the children of the Norse gods are animals of some kind. Am I wrong?

As far as kids, it depends. Loki's kids range from a wolf, snake, giantess, and a 8 legged horse. As for the others I'm a bit fuzzy on that. As for the bands and runes, you are correct they are there to keep him in balance, consider it a Yin Yang effect. The bands are the Gleipnir depicted in mythology that held Fenrir until Ragnarok. I had the runes added to offset all the black fur he has since in mythology he is depicted as all black wolf.


Back to the Yin and Yang reference, maybe Jekyll and Hyde is more appropriate as it is essentially two Fenrirs in one body, if the bound Fenrir were to escape though it runs a risk that he would not only lose control but it could kill him

That is what my version of Fenrir represents in a nutshell. (Fun fact this originally wasn't my sona, but main protagonist for a story I'm doing, I ended up making him my sona after Ashera created him from my description. )

I kind of had a feeling about the bands. I've noticed that many rather powerful magical creatures tend to have some kind of (normally golden) bands to keep them either under control or in check.
