I have this terrible workflow of drawing a pose, THEN deciding on a character, then an outfit, and finally sometimes, maybe, after coloring I think "I need a background, it'll be shit but it'll be better than nothing...maybe?"

despite my total beginner level art skill, I think one of my strengths is that I have started with drawing in perspectives so background and setting is actually maybe even easier for me than figures and characters. I tend to draw the characters and the background at the same time, not really distinct from eachother.
alot of people who are really great artists tell me that they are no good at backgrounds, and they are always hesitant to do them. when they do they usually stick to extremely simple ones with no details. it's very upsetting, because I think a nice background makes a picture have that much extra appeal. so even though I am still no where near as skilled at drawing yet as any of them, or you for example, I feel a little bit of pride that I am more comfortable with drawing backgrounds than they are (even if my backgrounds are, technically, not as well-drawn as theirs are).
