font colour blue
layer mode... 'hue' I'd guess, possibly soft light or overlay.
fill may be dropped a bit
outer glow blending option applied. (Cipher, I hope that's not the default yellow colour you've still got there ;p)

no... she duplicated the layer and put it under for gaussian blur. then she did like an overlay thingy with the solid font and messed with the colours then... i was sitting next to her when she did it i just forget exactly what she did ;_;
