I just finished this new vest tonight. Its a SPEAR/BALCS cut tactical vest, with a velcro panel system inspired by the AWS CQB vest, though its differently sized. The OD green, Coyote Brown/Black color scheme is meant to match MARPAT uniforms.
The velcro areas bordered by snaps are meant so that you can place any number of different panels on top of them. So, things like magazine pouches, or general utility pockets, PALS grids or even SAPI plate sleeves can be added to it.
This also features a removable ballistic collar and groin protector. Over the next few days between now and AC, Im going to try to make a bunch of accessories and pouches to go with it.

No, I dont imagine it would be much harder. I left them out because SPEAR/BALCS armor is generally considered to be a slimmer, less restrictive cut. having a huge heavy vest wouldnt interfere with that. So, while I left the possibility to have seperate plate panels there, I didnt think they should be built on.
I think SPEAR/BALCS might actually predate the IBA by a little bit but I cant say for certain. I know its fairly old though. It was originally a Special forces cut, but it remains popular today because of vests like the CIRAS and a few others that still use it for its better mobility (LBAV, MBAV, RBAV).
I know Most people who saw this asked why a SPEAR cut vest had a collar and groin protector, I actually had to use IBA armor for those cause the SPEAR system doesnt have either.
