The colours were chosen based on the description.
"He is laid back, confident, and fights for what is right. He is a member of a secret police force on Mobius in charge of keeping "unnatural" things in check. He may not look it, but he is capable of holding his own in a fight with ease."

Made sense he'd wear more military clothes and not exactly one to wear bright neon colours when dealing with those "unnatrual things". Lets face it, you don't want to get spotted. Decided to go with a more natrual colour than something bright, because it seems to make him seem more average. He's part of a team, that secret police force. He's not a one-man army super hero like Sonic, Knuckles and the others.

Basic militray black and grey's, the belts have a consistant colour scheme and all buckles have their own colour too. I kept the varying colours basic for a reason, official characters don't have a big blend of colours and they're big stars. If anything he's a unique member of NPC's if you look at how a game would go. So again, makes sense that we keep him basic. He's got 9 colours on him, if all of those colours had one shade to them except the white, black and buckles, thats 15 colours... hey, he can fit into a 16bit sprite then :P

I will upload a more detailed cleaner version at a later date. This was mearly for the colours. I'll try to do a shaded version.
