Very good work! Quite similar to the D&D 4th edition style kobold image you based on (I think that image was made for use in an adventure setting or campaign module, but now I can't remember which one it was):

The torso and arms are especially well done. The head has some... weird details. The skin looks too much like it's made of plastic, I know this is a tricky problem to fix (perhaps with more detail on texture or scale modeling?).
On the other hand, this is something of my personal opinion (I know that you imitated the design of that image) but in the area where the snout meets the bottom of the eyes (also, imagine the skull... imagine the brain. The way the face is made it leave very little room for the brain, and if we take into account that already its body/head is smaller... well with that size it almost has a brain the size of a dog but I think Kobolds are much more intelligent than dogs). But I know everywhere, OCs and other kobold and furry designs in general have the same problem of wanting to keep a skull/head more animal-like.
I am learning to model in 3D with Blender. I'm going to try to make my Kobold model perfect, in my opinion, based on the design of Kobolds from D&D 3.5.
