Which dog do you approach first and why?
You approach the bigger dog first, The smaller one is a fear-biter. The bigger dog at this moment, is just curious as to why you're in his yard, he is not likely to bite you unless you make a sudden move, despite his scars. He may have been in a fight before, but you can bet it was with another dog. The fact that there is another dog next to him, tells us that the fight was an accident, and/or probably a territorial battle. He is also on a choke chain attached to a rope which would be easy to slip out of, or chew through, but notice he's still there. Yes he is displaying his teeth, and his hackles are raised but his head is up, and isn't facing you in a full display of dominance.
The smaller dog will bite you, her head is facing away from you slightly because she is afraid, she is still watching you very closely though, her head and tail are lowered, but she's stiff-legged, and her hackles are raised.
Once you've approached the big dog and he has decided you're okay, the smaller dog will most likely relax
Perception is skewed
