The reason for fitting the tooth to the shank is to keep the stress load even on the faces. As you see the last guy left a hallow in the face. This point loads the tooth that causes things to break. There is also about a quarter of an inch slop between the tooth and the shank... to make things last as long as it can you want as little movement as possible up and down between the tooth and shank.
