Abilities: Hibiscus has an innate control over all matter of flora, being able to control nearby plants or manifest new ones, though he primarily puts this to use in the form of flowers and petals. He is adept in self-defense, and has the advantage of draconic strength and resilience, though he lost his wings at a young age and the natural ability to fly with them, something he makes up for with his plant powers.
Weaknesses: Anything that is dangerous to plants can well inhibit Hibiscus's powers: Fire, strong or sharp winds, or chemicals designed for that purpose. His over-reliance on his powers has put him in a position of not being able to defend himself well against superpowered foes, though he is training to overcome this particular fact.
Personality: Miguel was bitter towards the world for a long time, only trusting in a small group of individuals he had come to know, but the presence of another in his life begun to heal old and open wounds in his heart, which served to bring him back to the kind, curious, and hopeful person he had left behind years ago. Though he still has his dry and cutting wit, though that is turning into more of a joyful and playful wit.
Background: We take for granted what we have, and never truly appreciate it until we end up losing what we have. Such is the case with Miguel Flores, single child to happily married and successful parents. He lived a normal life that any child could wish for, and always wanted to see the Hawaiian Islands after learning about it in school. And so, for his tenth birthday, his father and mother saved up so they could take a vacation there in the summer, once school was out.
The airplane was caught in a battle between two superpowered forces minutes before landing on the destination island, resulting in a devastating crash. In the flaming aftermath, when he woke up, Miguel would find himself an orphan alongside other children. The sight of his parents' bodies, grief filled his heart as he held their hands, unable to grasp reality. And when he did, crying out in pure heartbreak, his powers emerged and transformed his parents into a bed of flowers. This would mark their grave, as well as many others.
But he was not a lone survivor. Many other adults were around, but so were other children, whom Miguel became acquainted with. Many had become orphans as well, and in them, Miguel found kinship through this horrid experience. But the group was not the nicest, and once they had been safely returned home to Coast City, they formed a gang living on the streets in order to avoid being put into the foster system. Miguel, unwilling to potentially relive that heartbreaking moment, went along with this idea. Eventually, he settled into being a petty criminal, using his powers for the benefit of himself and his new friends, all while staying one step ahead of the law.
But the law was not the only thing that would get in their way, and while out on a lone shoplifting spree, Miguel was apprehended by the superhero Eidolon. Untrained against superpowered foes, and that day coming back to haunt him, Miguel was no match for the veteran hero. He broke down as Eidolon confronted him, falling to his knees and sobbing, but would find the husky offering him a hand.
"You're better than this, kid. Don't waste your life and gift with criminal behavior, it will lead you down a dark rabbit hole, one you may not come back from. I can help you, but you have to let me."
Miguel, in his moment of weakness, did not know how to react aside from hugging Eidolon tightly before passing out from the sheer emotion he had been bottling up. The husky brought him home, and after talking once the young dragon awoke, made the choice to adopt him and give him a better life despite Miguel voicing his fears. Fears that would be laid to rest over time, as Miguel grew to enjoy his new life, even accepting Eidolon's offer to train to become a superhero so that he could ensure by his own hands that nobody he cared about would ever meet a fate like his biological parents.
And so, Hibiscus became a new name in Coast City, never seen without Eidolon for long. Miguel, on the other hand, found himself a job at Zachary's ice cream parlor, though he wondered from time to time if he could help his friends the way Eidolon helped him.

That's awful. Imagine going on a trip by plane to a place you wanted to go for a long time. And then, a stray projectile blows out one of the engines, sending possibly over half of all passengers to a fiery grave. Your trip has gone to hell before you even arrived.
A superhero universe would come with a higher rate of mortality, more numerous instances of PTSD, and a noticably lower world population. Life expectancy might be lower, too.
