A general rule of thumb is that you should never try to catch a Pokemon if he's wearing clothes. It tends to mean he already has a trainer, or considers himself the trainer. And trying to catch either one is a good way to find out the hard way that Pokemon sometimes catch and train humans (or whatever) too.
