If that's the case then I can understand the hate of critique. A critique should never be whining about how bad something is. A critique is showing an artist what's good about their art and while showing/telling them what needs to be improved upon. If people just focus on the bad and say stuff in a negative manner it's always discouraging.
A good technique to critiques that I've learned is this "sandwich" method. Putting in something good as the bread, then the critique as the meat/veggies/whatever people put in their sandwich, then something good again as the other piece of bread.
In all honesty, the more you practice at art anyways, the better you keep getting. Doesn't matter if you get critiques or not. You'll subconsciously start figuring out ways to improve your work. It's not a quick process and it never will be a quick process, but you do keep getting better with each picture you draw. Maybe one day you'll be more comfortable with critique. Not everyone likes them and that's just fine. I take them and listen to them but I don't completely like them (I don't always let on that I don't 'cause I know usually that the critique is right ^^;).

I dunno why really. I've gotten both the really good critiques and the insults that people claim are critiques. People use insults 'cause they have no idea how to critique work or because they just like tearing others down. Sometimes people are just heartless for no reason.

This statement speaks so much truth. I suck at drawing people, so I've been practicing drawing them. I still suck at it but I'm gonna do it anyways. I work on that 'cause I want to get better.
The thing is gonna be that if a person doesn't want to work on anything different then they won't. That's the real issue at hand here. Clearly they don't like nor want critique so trying to force a person to like critique isn't going to help them. If you want to be a better artist, you will do anything possible to work at it. If you don't and art is just a hobby the that's it. Some people know that what they want to do with their art right off the bat and for some people it just take a little bit of time to figure it all out.

There's a difference between constructive criticism ("I love the color scheme but the anatomy is a little off around the torso") and just... complaining about someone's art ("omg this sucks!!!!"). Constructive criticism helps you improve because you know what you need to work on.
