I'd be wearing more protective footwear than that if I were him. With a beach that poorly maintained there's probably rusty nails, broken glass and used syringes everywhere.
Many lake-side and river-side freshwater beaches near where I live are so contaminated there are warning signs put up everywhere not to approach.
