Black gold deep beneath the ocean floor should be left to slumber

A character design based on a twitter meme going around where commentors in order could dictate the different visual traits of the design.
The complete description I had to work with ended up being:

ocean blue eyes, multiple goat horns, obsidian/oil slick body color, iridescent feathered wings, a striped fur mane down the entire length of the body, a tail that fans out like a goldfish, slick glossy scales along a slinky, slender body!
