So i got a write up for this batman cut out that was on the inside of my window sill. Can you believe it? Who does that? Also its been up for like a year and a half.

This is easily arguable. Since as to the fact that it is not a patio obstruction but a decoration in the window. Then at the time if you they wish to push the issue further then you can then tell them that you will make it your business to walk the property and write down every single apartment that puts up holiday decorations on their windows and will continue to submit it to their office. Due to the fact that I have never seen a lease agreement that would deny you to put anything around or on your window unless it is something that actually would obstruct access through it. Such as if a fireman were to try to climb through it. Normally the only things that are not allowed to obstruct a window is large piece of furniture such as Dressers, T.V.s, Desks, etc. But seeing as the object in question is cardboard and can easily be removed from the window then there should be no problem.
They can have you remove it on other grounds though, they can have you remove that for the fact that it may be considered an eyesore. But they can not have you remove it on the grounds that they believe it is obstructing a path through the window.
