Assuming someone with a grudge killed him, conspiracy theories would probably assume the government gave him a high position to lower his guard. Even if there weren't, the credibility of government's credibility for failing to protect him (a high level government employee) would take another hit that they wouldn't be able to survive.

That would be the most secure option. Enough security to prevent unauthorized visitors, guards to stop those that do get in, secrecy to prevent most from finding it.

Auto-exile makes total sense. He stays away enough so the ones wanting his head don't have how to go after him or having to see him around, but still alive and in contact to avoid a riot by his supporters that his death woukd cause. It's the best solution for all sides.
