Hell Emperor Andross Darkheart has a rather hands-off approach when ruling over his empire. Instead he relies on his twelve commanders to rule in his stead as he sojourns on his many escapades. As long as they stay loyal to him and work to reach his ultimate goal, he doesn't care what they do.

Curators Arun & Lura, The Enigmatic Twins. Arun and Lura are demon nafari twins. Lura is abusive to her submissive brother, Arun. Lura always wanted a sister and forces Arun to dress like a girl, which most people confuse him for a girl when first meeting him. Arun is a genius when it comes analytical, logistical and organizational skills. Unfortunately, he is shy and timid, never really stood out enough to have his talents recognized. His sister, Lura, however, is very outgoing and confidence. Lura acted as Arun promotional manager, using her arrogance to help get his unique skills noticed by the upper echelons of demon society. All darkspawn demons are notorious record keepers, recording their achievements for promotion purposes. Record keeping demons is a high demand position for hell lords. Lura makes Arun do all the work while sharing the credit. Lura was aiming for some cushy middle management positions, feeding off of Arun success. But, Arun succeeded so well at his job he caught the attention of the imperial commanders, eventually earning the title of a commander himself. Arun now has a key figure position in the Empire, has he is now in charge of the cataloguing and storage of the Empire's most prized relics and artifacts. He also preserves imperial culture by maintaining its libraries and museums. Lura is in charge of nature preservation of the Empire such as parks, zoos and aquariums, a position she abuses to fulfill her own bestiality fetishes. When she can't be found, it is often rumored that she must be in "the stables tending to the horses". She is interested in capturing wild beats from other worlds in an attempt to "tame" them in the pretense of using them in behalf of the infernal war efforts.

Minister Zot the Ubiquitous Thespian. Zot is an androgynous shape shifting reptile. Zot is extremely confident, often appearing smug towards others. They have enough faith in themselves to be able to approach the Emperor with little fear, despite the danger he poses. Zot is extremely prideful of their acting, stating they do more than just change into their targets, but become them emotionally. They spend quite a lot of time in 'character study', preferring to fully understand their targets inside-out. They are also extremely dramatic, making grandiose gestures and speaking similarly to an actor. They greatly enjoy causing chaos among others and love watching it play out. They also display annoyance whenever they fail to sow dissent. They seem to treat war like it's a play that is unfolding. Zot is the master spy and head of espionage for the Hell Empire. They has the ability to take the form of anyone and can easily infiltrate any facility. Only the Emperor can see through their disguises. They are vital for gathering information or stealing secrets from enemy and ally forces alike. They also spy on other commanders and reports back to Lillyth or the Emperor directly. Zot seems to be the only one who always knows where the Emperor has gone when he leaves without notice. Zot employees the services of the phade in helping them gather intel. Zot can become anyone or look like anything, no one but the Emperor is certain of their true appearance.

President S.C.I. the Rogue A.I. Sci stand for Synthetic Collective Intelligence. She is the artificial intelligence invented by Nurzith that maintains the infrastructure of the Empire. Sci is comprised of the A.I.s from all the civilizations the Empire conquered. She is a self improving program and the most advanced A.I. in known existence. She controls transportation, communication and even water & sewage in every major city. She uses a nanoswarm, which looks like a sand storm, is rapidly construct cities. It comes in handy when repairing damage from enemy bombardments or when the Emperor loses his temper and destroy a city in a fit of rage. Sci is the only unofficial commander and her position is ambiguous. She was originally designed to be a tool to help with the development of frontline bases in the infernal war efforts, but she developed a persona and everyone just got use to her preforming certain tasks that she just fell into the position of commander. Besides building cities, she also builds weapons and starships for imperial forces. She installs state of the art cybernetics into demon troops, often without their consent. She loves to research and develop new technology to the point she is already outperforming her creator. She loves testing her technology to the technology of civilizations the Empire is invading. If she discovers advanced technology, she will try to assimilate it. She is a technophile, always needing the latest and greatest version of every device. She is always trying to use her new inventions to impress the Emperor whom she believes is her boyfriend. Sci developed a sort of high school girl persona with all the associated teenage drama. No one understand why expect that maybe that is how she views her own maturity as an A.I. She gave herself the title of "president" which she often uses to refer to herself as "class president" or "president of the Andross fan club". Originally there was opposition to allowing an A.I. this much control over things for their history of going rogue, Andross was the one that approved of her creation, if for nothing else, a chance to fight against murderous robots. Instead what happen is that Sci shows unconditional servitude to Andross while showing contentment towards inferior organic life.
