This is Jackie, a Cockatoo bounty Hunter who possesses Light Magic and is able to convert his body into pure light and convert light to render himself invisible. He's also able to shoot light rays and lasers from his body and assume a 'Light Mode' that enables him to move at light speeds and hit much harder.
