It's fun and both materials evaporate but you need to be careful with the fumes. This is ancient GenArt but you can see how the background is blended in this pic: https://www.furaffinity.net/view/708496/ I'd usually apply them with one of those blender sticks that I'd tip in the bottle or with a brush. It can make some pretty watercolor like effects!
