They pretty much confirmed they would change the character models if they could, but due to limitations, they could only change the camera angles.

The thing is that these changes are political. They are done to appease a vocal loud minority of people who get angry over sexy people in gaming and see it as objectifying. Most of the characters they attack for this are actually strong characters. Look at Cortana from halo. Sure she is pretty much nude but she still is a powerful character. She managed to hold off gravemind from finding earth for 30 days. Most people will conform. Her and captain keys are the only characters who managed to hold back on graveminds power. Not mention she pretty much is the one shooting down all the covie capitol ships in halo 2.
