Personally I Like Following To See What Artists Do, If Their Active, Test Water's, So Forth!
Once I've Built Up Confidence I Ask For A Commission And Basically Test The Artists Skills...
But Most Importantly I Always Try Making Friends With Artists I Know:)

Any other platform > Twitter
That's just me tho. I prefer many other social media platforms than Twitter, sure it's nice and all, but I'm just not as active or incentivized to be active (especially with me now working and studying at the same time) there than in any other place. So will I might be dead there, I am active on other places like Facebook, here, even DeviantArt I still check everynow and then. So no worries on those places, I'll still be watching and sharing your stuff because I love your art. :D

Do you have like a statistic of active watchers vs. passive watchers for other artists? It's gonna be the case that the majority of people watching are literally just watching, not commissioning.
This is the case with me (I just don't have much money right now), and in the case of Twitter, it'd be pretty much useless for me to like and retweet your things, since I barely post there and don't have followers that would see that stuff, anyway.
