Umm I'm not sure at all why you're asking me this question instead of the mods or Dragoneer, but neither? From what I've seen in screencaps of the issue seems to be an issue with the hosting service provider cloudflare, and it seems to have been regional as most of the affected individuals were in the USA, and so far I have not heard of any other individuals in my area having an issue.
