Herman being the smart and tricky sort, I see he's offered at least three pieces of information "slip" here, to the President, to Reacher, to whomever they might let such info slip, and to whomever may or may not be listening in on this private, secure line that they may or may not know about. Going south, starting a ranch with the money, and going back to Shikago to settle things and get the money; all of them perfectly reasonable, congruent with his past actions and typical planning, logically following from one another and laying a reason to be doing them, and setting up several places and events where someone with plenty of resources and motivation could get ahead of him and either set an ambush, or if they're not so fast off the mark, show up later and start hunting for him.

Any bets on whether he's planning to do precisely none of those things? ;)
