The queen herself. She's probably taking a little break here, talking to Alps about something either teasing or just outright unimportant. Even royalty get sto have downtime. I chose an odd design for her thrown because at a certain part of the story, part of the thrown was blown to pieces. They patched it back together as regally as they could.
