Well, I can well imagine him being one of the older sharks around, one who insists that legs and arms are just a fad and distract from being cunning.
He must be running a crime syndicate off the coast from New York, abducting curvy beach babes from offshore rides and bringing them to islands outside any jurisdiction, or transferring them to those giant cruise liners that only anchor in disreputable harbors.
In the meanwhile, sharkgirls slip into the spaces freed up thus and tell stories about exchange programs and similar things, until everyone forgot about the abducted ones.
