I have an intuos wacom tablet, which is really nice for drawing, but I find what really helps the smoothness is that I use Sai, which has a stabilizer option! You can up the stabilization if you have shaky hands, and the lineart will be smoother. :D It takes the general motion rather than the exact line. It's so nice.
