Yeah, it was a brand of American TV from the 1950s, as well as being 'the fourth network' back then.

PANEL ONE: The TV talking to the Kitties. TVs don't usually do that.
PANEL THREE: a) Tali used Russian vacuum tubes to repair the Kitties' obsolete DuMont television set and b) said tubes turned the TV set into a Soviet-type TV set (which would spy upon its owners and report them to the KGB, as per the Panel One joke). This is reinforced by the TV set c) greeting the Kitties in Russian.
