Luiskoa. He wanted Lugia to inflate 2014 Godzilla like a balloon. I cheated a little bit in this by copying a pic of Lugia from Bulbapedia and filling colors into it. Looks like Lugia challenged the king of monsters to a one on one duel. When Godzilla's about to blast him with Atomic Breath, Lugia uses Aeroblast and fills the giant kaiju into a scaly balloon. Seems Godzilla doesn't mind this loss in particular.
