Probably for the same reason most bipedal transformees don't go around naked if they have the choice, human thinking.
Contrary to Furaffinity standards, most people probably wouldn't be running around naked having orgies after being turned into an Anthro, or a Pokemon. And Pichu are kinda infertile until they evolve so...
