Well The natural laws of my establish alternate universe state that only a mew or another mythical or legendary of equivalent power can bridge the gap‘s between the human world and this Pokémon world. So it’s easy to assume that one of the members of the mythical counsel is behind it. Now the motive behind bringing a human over is still unknown considering that at this point there is no calamity to be hold. As for his memories they are at this point in time lost and he has no way of recalling any of it though he seems to have incredibly powerful connections to the northern lights in the sky, I wonder why? :3
