The Phantom Artists are a pair who met in an art class during their teenage years. They both grew up in wealthy families and found they both had a surprising amount in common, to the point where the only difference the two really had was their gender. They very quickly considered each other soul mates, and grew up together, refining their skills as artists.
One reputation the two had gained over the years was their ego, as the two of them considered their work perfection. This all came to a boiling point during an art contest, where one of the judges did not give their painting enough of a score to win them 1st place, and even had the audacity to criticize their perspective. This caused the two to snap simultaneously, and after everyone had gone home, the judge was kidnapped. Their initial intention was far more violent and grotesque. But luckily, the couple found out the judge was ticklish while tying them up. This caused a strange spark in the two of them, one they both fully embraced, and engrossed themselves in the mixture of emotions the judge was going through while being tortured in such a way.
Suddenly, the two had a new passion. The creativity the two could embrace in this new medium made the two desire to explore it further. Once the judge was sufficiently abused, they knew they would be hunted, so the two took as much of their wealth and belongings as they could get away with, and fled, taking the next space ferry to a far off planet.
The two quickly created personas, known as the Phantom Artists, where their victims are their canvases. They knew early on that kidnapping wasn't the best course of action. Despite how quick and sneaky they are, it wouldn't be long before they were on a wanted list. This is when they discovered the slave trading circles, a rather lucrative and bustling business in the universe, despite the UDF's desperate attempts to keep it under control. This gave them the opportunity to buy canvases to create their photographs and videos, then sell the slaves back to trades, sometimes at a net loss.
They hosted an underground website to show off their works, but charged nothing for them. They weren't in it for the money, they had plenty of wealth to go on. They just wanted to share their passion, and it turned out tickling works were rather popular, especially in a universe where most of these fetishes had been long outlawed. They became rather notorious within the coming months, the UDF putting the pair very high on their target list for their connection to the slave trading. But they are indeed sneaky, as all of UDF's raid attempts have came up fruitless, the pair being long gone with their belongings and somehow running with multiple different aliases when they integrate with normal society.
It should be noted that neither of them take requests, and especially not commissions. They also don't do self portraits, as they, unironically, consider it too vain even for them.
I figure I should get started with the villains for Starfrog now. I have far more to say about these two, as they were created (though not drawn) at around the same time Starfrog himself was, but I figure I should put them into action rather than typing more, as there's already plenty here lol
(Secret fact: Their individual nicknames are Spice & Sugar)

Gosshh these designs just look so dang goood >//>; I really love how these two turned out, loved the concept for them and you really expanded on that story quite nicely. A psychotic motivation for some psychopathic ticklers, heheehe :3c seem like a delightful villain for the 'frog's' to try and deal with! Excited to see more of them in the future >//< (and discuss them more of in the background! xD)
