The Tanuki here is Mai. She was originally trained as a pilot for the FBT (the local bureau for handling supertech) when her employers discovered what was essentially an interdimensional portal, and particularly one that very few people could even spot. When going through their employees, they discovered that not only could Mai see and use the portal, but she seemed to pick up things when she stepped through. Mai apparently picks up new talents that make her 'fit in' whenever she enters a new world, which makes her an indispensable asset for a trouble-shooting team for other worlds. Drop her into a world that runs on Sentai show rules, and she'll show up as the Silver Ranger.
So in this case, she showed up in a superhero universe and somehow seemed to get a backstory as a superhero called 'Mass Driver', who has the ability to absorb any damage thrown at her and turn it into size, power, and strength for herself. Of course, with a power like that, you want the attacks to actually hit... which means that she wears as little as possible in order to make sure the attacks hit her directly... and also because her clothing has a tendency to get destroyed anyway.
The mainline version of Mai, on the other hand, is embarrassed as all get out over showing up in public in this outfit. Video was at least polite enough not to laugh.
(Some of the ideas behind Mai were actually inspired by an old round-robin 'improfanfic' by the title of 'Self-Extraction', where one of the characters as part of a team that removed self-insert characters from fanfic worlds, and who had a natural skill of figuring out what the local rules were to work with...)

I was already thinking this sounded like a brilliant+hilarious character concept, and sounds familiar... then I was taken completely by surprise at the reminder of Improfanfic, where I was a regular. Self-Extraction had a concept so good that I also remember it after all this time.
I actually wrote for a couple of Improfanfics back in the day. I did one episode for... I think it was called 'Blossoms in the Spring', which involved Kinomoto Sakura (from Card Captor Sakura) waking up in the body of Kasugano Sakura (from Street Fighter) and having to re-collect all the Clow Cards while participating in martial arts tournaments at the same time. And another one for a modern-day Slayers-meets-Cyberpunk that I think Twoflower started... gaah. It has been a while.
Sadly, Self-Extraction was never quite finished so far as I know. After the main site, there was one episode published I think on the original author's LiveJournal, but there should have been one more episode that I don't think was ever completed.

'Mass Driver' as a superhero name is not as bad as 'Impact Wench'.
(Yes, that one was used at some point as a chat room was doing a take on 'Who's Line', things from a hat: "Superhero names to never use".)

Heh. Well, the more you hit her, the bigger and stronger she got, so she could hit like a mass driver given enough buildup.
Meant that for most big and strong types the best way to deal with her was to just avoid doing anything to her. Hit her and she would eventually be punching back at your level.
Granted, she wasn't particularly happy with that name, either.
