
It can be difficult, sometimes, to decide where 'dragon' ends and some other creature begins. Nobody really agrees and I've had some hilariously anal comments about what is or isn't a dragon.
Whether or not this can be classified as a dragon strictly is debatable. But I had been working off of the dragon template, i.e. longer neck, reptilian tail, six limbs, two of which being wings, etc. The body was based off of a greyhound. The horns and the neck, in part, a goat.
People tend to draw what they know, and I think a lot of 'goat' sneaks into my art here and there because I used to own and be personally acquainted with goats. Cats, horses, goats, dogs, chickens, iguana--I tend to draw features, both physical and emotional/behavioral, from those animals.

Anal comments about mythical (or long lost) creatures is certainly not limited to dragons, but I think it would stand to reason that for an entire genus of animal you'd get a healthy amount of variation. As you say, this definitely fits the dragon mold, and while I'm certainly not an expert on dragons, the position of its wings and its dorsal spines almost suggest that it might be at least partially aquatic.
