no, mana abilities are always at the player's option, and they never activate when paying for a separate ability. Paying only 1 island allows you to choose one or the other - to choose both you'd have to pay 2 mana... not sure why you'd want to, but there you go.

You can also activate them as many times as you can pay for them, so if you pay 3 blue mana you can give him +3/-3 if you like.

but he still wouldn't go to well with a dimir deck, maybe azorious or izzet but Dimir is focused around milling cards

the dimir being after him in the flavor text is more of a lore reason, rather than a mechanics one.

Also, on the bottom right of any given post is a 'reply to this post' button, which will indent your comment under the one you replied to and make sure the person you're talking to receives a message about it
