For those unfamiliar with the term, it (and variants) can be used for a variety of related concepts:
A physical device for transfer of digital assets (think pre-paid debit cards/gift cards in the real world)
...variants on the concept in different media include ones that include ID information for more secure currency transfers. Could require entering a password on the reader, or thumbprint, retinal scan, whatever.
In this case, the one he's holding is more the equivalent of a bearer bond: Whoever's got it can use its contents.
