Arthur is a Japanese American who's father owned a PMC during the mid 80's.
When his father passed, Arthur took up the mantle of running the group as it was what he grew up with. Though his moral code refrains him from doing business with several unlikable figures, but his reputation for giving aid to those who need it make his PMC well needed across the globe.
He also has connections with Kyle O'Rourke and Len Richards, one that has spanned many decades... that's another story for another time.
