San's name stands in japanese for "Master of the gates" and as their name can hind, they are able to manipulate with space-time to open wormholes, which they can use for interstellar travel or for small teleportation jumps.
When I made Buran-San I based their design on symbolism, which is why they have 10 limbs - as a number of known dimensions (1D,2D,3D,4D,...,10D). Also except of their teleportation ability, they are able to project images on their fins and between San's horns, a real time projection of their home galaxy is located: The Hoag's Object which is a galaxy that most likely have a giant wormhole in its center.
Also to make sure: The reason why the San is pronouns as they/their is because San is asexual - meaning that they lack sexual, digestive and restiratory organs including vocals, which makes them voiceless so they are using a sign language for comunication. But calling them as he/his is okay as well.
Fun fact: You can't hear or feel their steps, because San's body is surrounded by force field that keeps their body levitating around 5 cm above ground. Also as cephalopod, without this field they would collapse by their weight due to lack of exoskeletal or bone structure.
