The blue ones are international designs to avoid the "blackface" imagery while the black one is the japanese version I think.

one is based on the original Japanese, the international recolor and then the Archie Comics tweaked design

interestingly, I always felt the recolored Oil Man looked more like a duck... I guess better than the alternative of what Japan originally had
