- and this automatically turns off "Start with habitable worlds close by"

Their story?
They are rock monsters... and they breed by 'awakening' more rock of their planet.
They did it too much... and destabilized their planet. Oopsie.

The game starts us off unhappy, will want more Enforcers to keep things stable. Police State makes Enforcers even better. Pacifist helps with Stability as well.

Corvee System + Nomadic = "Yes, please, come to our new place and help us get back on our feet!"

Xenophile is there so people like us more. Loosing the homeworld does make us seem vulnerable.
