One Piece is made the way it is so they can build on their world and characters. If they didn't then they would just be like Naruto and DBZ and have a bunch of shallow characters mindlessly beating each other up in a boring world.

late to reply, but that wasn't what i meant. the show legit packs in a recaps, the same 1 minute backstory of the whole story, dragging out scenes for seconds longer than needed, and all other time filling moments to drag out the episode. im so glad this problem no longer happens as much in modern anime.
