But, before that happens, they are given the opportunity to reshape that nation by making a single edict which will be followed and enforced by an undying army of the dead.

Any tool or job that requires said tool that can cause extreme pain or death of another being via common mistakes or malicious use of the tool user (or because of the nature of the job itself and the purpose of the tool) will require training for the proper use of said tools and the correct application of the job. Lack of proper training or training updates will cause the tools to be sequestered and/or the job to be vetoed from practice until proper training in state facilities is not reached or updated. Insurances should be set up to ensure that common mistakes that are unavoidable and do not result from lack of training or training updates ensure the receiver of the mistake is compensated, not having insurance will be treated as lacking training or updated training. Not abiding to the veto, ignoring the need for insurance, or acquiring illegally more tools will result in geometrically increasing fines. Funding shall be set up for up to date basic training (but not updates) to be provided by the state that ensures progress in use of said tools and development of new and better tools and upgrades of old ones or ones inherent to the population depending on the predictable needs. A system of basic insurance shall be provided by the state as part of a job or tool tax. A tool is not to be intended as just a mechanical device, but also an inherent ability of a race or a skill set that can be acquired.
