The collar is cursed in the sense that the person wearing it, can't take it off. The Effect that comes with wearing it: You become a non-anthro dragon version of yourself. The exact kind of dragon is different per person.
Batty becomes a Wyvern, her gf Flora a wingless drake, Nanok and Noka stay in the range of a western dragon and Nob becomes noodle.
The collar guarantees your mind to be still intact, but not that your draconic form can speak. Batty has great difficulty with that, her voice is more like rolling thunder. So she makes herself understood though body language, even when that means picking you up and placing you where you need to be.
