It's a bath broom (specifically a vasta or vihta, used in saunas), meant to stimulate bloodflow when you're bathing.

The question is how it's going to be used in this situation!

it is used to slap the skin lightly. It indeed stimulates the bloodflow and it gives the extract from its leaves that is healing.
