This is Saphir (Spelling 'Sapphire'), a robot girl virtual Youtuber who joined the Virtual Youtuber scene since September 5, 2018.
She was found in a heavily damaged state inside a thousand-years old ruin. Though she was repaired by the research institute using material found in the ruin, her functions had only recovered at 50 percent, as her other functions are difficult to recreate with modern technologies.
