The sudded addition of the fluff on his neck is the work of another character with this same trait, who I'm working on

In short
They meet
[whatever there is in between, where she basically teaches him about living in wilderness and some rune and voodoo stuff]
She implants the fluff in his neck as a goodbye gift and using some rune magic she melts them into his skin, therefore makes it pernament
And eventually they reunite
